While Solo got away doing this, Chris Jericho was punished when he did something similar in Brazil.
During a WWE Live Event in São Paulo, Brazil in May 2012, Jericho sparked major controversy when he used the Brazilian flag as part of his heel act. After crumpling the flag and kicking it out of the ring, local authorities stepped in because disrespecting the national flag is considered a criminal offense under Brazilian law.
Police stopped the match and informed Jericho that he would need to apologize publicly or get arrested immediately. He then addressed the crowd, apologized for the incident, and stated that his actions were only part of his heel character while expressing respect for Brazil.
The situation led WWE to issue an official apology to both the Brazilian people and government, and Jericho was subsequently suspended by the company for 30 days.
