The Hardcore Icon has been around as a freelancer on RAW during the past few months, so chances aren’t too bad, that we’ll see him in the Rumble match too.

He had been on NXT for most of 2015, mainly putting younger talents over, and has been involved with Dreamer and the Dudleys in their recent feud vs the Wyatt Family, so him being in the match would make sense.
20. Shane McMahon

If we consider the fact that he partially runs a huge company in China these days, so most likely hasn’t been in the ring for a long time, chances are slim to non of seeing him compete in this years Royal Rumble match.
19. “Hacksaw” Jim Duggan

He recently turned 62, which could be a factor here, but being the very first official Royal Rumble winner, there’s always a chance of seeing him come out during the 30 man Rumble match.

Will Booker T be a surprise entrant in Sunday’s 2016 Royal Rumble match?
He’s a still a regular when it comes to doing backstage stuff like expert panels, and he never officially retired.
Booker T always said, if it’s the right situation, the right time and the right opponent, he would be willing to come out of retirement for another match.
17. Tatanka

He recently signed a WWE Legends deal and hasn’t been a surprise entrant in a long time, so him being in there, would actually mix things up a bit.
