According to WrestleVotes (the source that broke the story of Neville walking out on WWE), the reason WWE is booking multi-man matches at upcoming PPVs is to keep the fans guessing on who will be involved in major World Title matches at WrestleMania 34:

Injured Raw Star Big Cass was recently spotted at the WWE Performance Center and this began speculation that Cass is training to make an in-ring return soon.

However, that’s not the case. Dave Meltzer of the Wrestling Observer noted that Cass was there only to work out and not train in the ring as he still hasn’t completely healed.

Meltzer then noted that Cass, who is out of action with an ACL injury, is still about 3 months away from making an in-ring return.
