3. Former Intercontinental Champion Not Signed To WWE

As we all know, former Intercontinental Champion Shelton Benjamin was scheduled to return to WWE last year after the Brand Split on SmackDown Live, but Shelton injured his shoulder and underwent surgery.

Benjamin is now cleared to return to in-ring action, however he might not make his comeback in a WWE ring. Benjamin noted on Twitter that while he was scheduled to return to WWE, he never signed a contract after he found out about his injury.
