As confirmed by multiple sources, WWE had the following 2 plans for Roman Reigns at WrestleMania 35:

Roman Reigns vs. The Rock (Universal Championship): WWE originally wanted to do a match between Roman Reigns & The Rock with “The Great One” returning to win the Men’s Royal Rumble 2019 match and then challenging “The Big Dog” for the Universal Championship in the main event of WrestleMania 35.

Roman Reigns vs. Dean Ambrose vs. Seth Rollins (Universal Championship): This was the back-up plan for Reigns in case WWE couldn’t secure The Rock for a match against Reigns at WrestleMania 35.
