WWE has been promoting from the get-go that the winner of the Royal Rumble match will main event WrestleMania 33. But at that point of time, the favorites to win the match were Goldberg or The Undertaker.
However, WWE has still been promoting that 2017 Royal Rumble winner Randy Orton will main event WrestleMania 33, where he will face the WWE Champion.

But it should be noted that this is a lie and won’t be happening. Goldberg vs. Brock Lesnar for the WWE Universal Championship will the planned main event for WrestleMania 33.
WWE has a habit of announcing “multiple main events” for their big shows, but there is only one main event and that is the match which closes the event.
However, there can be multiple co-main events and Randy Orton vs. Bray Wyatt for the WWE Championship is supposed to be one of the co-main events of WrestleMania 33, but not THE main event of WrestleMania 33.
