Popular special effects and makeup artist Tom Savini noted on Twitter that his team created Wyatt’s new mask:

This isn’t the first time Savini has worked with WWE. He and his team helped in creating Rowan’s 2017 mask, Harper’s mask for WrestleMania 34, Kalisto’s WrestleMania 33 mask and gear, and things for Triple H.
