Those plans fell apart due to some unexpected changes behind the scenes. According to the Wrestling Observer, a real-life injury to Seth Rollins forced WWE to pivot.
Even after Drew McIntyre became the Undisputed WWE Champion, the Hell in a Cell idea didn’t go away immediately. PWInsider previously reported that there was a backup plan for Cody to challenge McIntyre inside Hell in a Cell at WrestleMania 42. This would have been the final chapter of their intense rivalry.
Eventually, the creative team changed course again, leading to Cody Rhodes vs. Randy Orton for the WWE Championship at WrestleMania 42.
