1. “The Icon” Sting
Former 2 time NWA World Heavyweight Champion, 6 time WCW World Heavyweight Champion & 4 time TNA World Champion, and soon to be WWE Hall of Famer “The Franchise” Sting was never a participant in a Royal Rumble match.
Basically Sting had spent the better part of his career outside the WWF / WWE, when he competed for the NWA National Wrestling Alliance & WCW World Championship Wrestling from 1987 until it was bought by Vince McMahon in 2001, and then wrestled for TNA Total Nonstop Action in 2003 and from 2006 to 2014.
Only after debuting in the WWE during the Survivor Series 2014 PPV, there was an actual chance to use him as a surprise entrant during the 2015 Royal Rumble match, but it didn’t happen.
With Sting still under WWE (Legends) contract, it could very well happen now in 2016 but is highly unlikely due to his neck still being in bad condition.
